XRP has risen 0.97% to USD 1.30 over the past 24 hours, outperforming Bitcoin, which declined 0.5% during the same period. The gain followed Ripple’s announcement on October 26 that it had secured final U.S. regulatory approval for its national trust bank, ahead of the Swell 2026 conference. Despite the recovery, XRP remains down more than 15% over the past month.
Ripple Bank Approval Adds Federal Oversight to RLUSD Services
Ripple announced that the Office of the Comptroller of the Currency (OCC) granted final approval to establish Ripple National Trust Bank on October 26. The decision follows conditional approval in December 2025 and allows the company to advance its plans for a federally supervised trust bank. Ripple said the bank will manage reserves backing its RLUSD stablecoin, act as trustee for those reserves and offer digital asset custody services.
RLUSD will still be issued by Standard Custody & Trust Company, which operates under New York state regulation. Ripple said the new bank will provide an additional layer of federal oversight for its institutional services. The company reported that RLUSD had reached a market capitalization of USD 2.5 billion since its December 2024 launch.
Ripple CEO Brad Garlinghouse said the approval gives the company “an even stronger foundation for RLUSD” and products across payments, custody and capital markets. However, the charter does not directly change XRP’s supply or require institutions using the bank to purchase XRP. Any effect on token demand will depend on how Ripple develops those services.
Ripple Swell Conference Brings Institutional Activity Into Focus
The announcement came one day before Ripple’s Swell conference, scheduled for October 27–29 in New York. Ripple expects more than 1,500 attendees, over 100 speakers and at least 80 sessions. This year’s event combines Swell with the Apex developer conference and research gatherings focused on blockchain technology.
Sessions will cover cross-border payments, stablecoins, tokenization, regulation and XRP exchange-traded funds. Executives from financial institutions and trading firms are among the scheduled speakers. Market participants will be watching for new product announcements, but the conference agenda does not guarantee a partnership or a rise in XRP demand.
Institutional investment data also presents a mixed picture. U.S. spot XRP exchange-traded funds have attracted about USD 1.8 billion in cumulative net inflows, according to SoSoValue data. However, net inflows during October 19–23 were about USD 4.3 million, indicating more limited buying during the latest reported week.
XRP Price Faces Resistance Near USD 1.35
XRP was trading near its USD 1.30 short-term pivot, just above its 200-day simple moving average of USD 1.28. The token remained below its 30-day average of USD 1.39, while a relative strength index reading near 42 showed that momentum had not reached oversold territory.

The first resistance level stands near USD 1.31, followed by USD 1.35. A daily close above USD 1.35 would bring USD 1.40–USD 1.41 into focus. Conversely, a move below USD 1.28 would expose support around USD 1.26, with USD 1.20 another possible downside level if selling continues.
Meanwhile, Santiment data shows that wallets holding at least 10 million XRP control roughly 68.5% of the supply. Yet the number of addresses holding 10 million to 100 million XRP has declined, while reported exchange inflows point to potential selling activity. Those mixed readings leave traders monitoring both large-holder activity and announcements from Swell.
