    Maharashtra’s DELTA Act: India’s First Property Tokenization Law Nears Reality

    SEBI, BSE, NSE Experts Join Maharashtra Panel to Shape India’s First Property Tokenization Law

    Maharashtra has started preparing the DELTA Act, a proposed law that could introduce India’s first legal framework for property tokenization. The state government wants to use blockchain technology to create digital tokens linked to land and real estate. This will make property transactions more modern and organized.

    Chief Minister Devendra Fadnavis recently reviewed the proposal in Mumbai and asked officials to prepare the draft law. The government believes the initiative can help Maharashtra move closer to its goal of becoming a $1 trillion economy by 2030. Officials also expect the plan to unlock the value of real estate that currently remains unused.

    How the DELTA Act Could Work

    The proposed law will allow land and buildings to be connected with digital tokens on a blockchain platform. These tokens can represent ownership rights or a share in a property’s value. Supporters say the system can improve transparency, speed up transactions, and make real estate investment possible with smaller amounts of money.

    The government estimates that property tokenization could unlock nearly Rs. 50 trillion worth of idle real estate assets. Better digital records and a secure transaction process may also reduce paperwork and improve trust in property deals.

    Expert Committee to Draft the Framework

    An expert committee will prepare the final framework for the DELTA Act. The group includes representatives from SEBI, BSE, and NSE, along with legal, financial, and blockchain experts. Members will also study regulations from countries such as Singapore, the United Arab Emirates, Germany, Hong Kong, and the United States before completing the draft.

    The proposal comes as interest in tokenized real world assets continues to grow in India. Earlier, Rajya Sabha member Raghav Chadha suggested a separate Tokenization Bill to support fractional ownership of commercial property, infrastructure projects, and other valuable assets. The idea aimed to make expensive investments more affordable for ordinary investors.

    What Happens Next?

    India still follows a strict approach toward cryptocurrencies, and regulators continue strengthening compliance rules for crypto businesses. The DELTA Act, however, focuses on using blockchain technology for property instead of cryptocurrency trading.

    If approved, Maharashtra will become the first Indian state to introduce a dedicated property tokenization law. The proposal now moves into the drafting stage, where experts will decide how digital tokens can work safely within India’s existing legal and financial system.
