    ED-NFSU Deal Adds Crypto Tracing to India’s Financial Crime Toolkit

    India’s Enforcement Directorate renewed its five-year agreement with NFSU to expand cyber-forensic labs, tools, and training. The agency cited NFSU’s crypto and blockchain tracing expertise, but the agreement does not announce a separate crypto unit or new investigative powers.

    India’s Directorate of Enforcement (ED) recently renewed its agreement with the National Forensic Sciences University (NFSU) for five years. The partnership will support cyber-forensic laboratories, tools and training across India. In its September 25 announcement, the ED also named crypto and blockchain tracing among NFSU’s areas of expertise.

    Renewed Pact Covers Labs and Training

    Under the agreement, NFSU will advise the ED on setting up and upgrading Cyber Forensic Laboratories at various locations. Its work will cover infrastructure, forensic tools, training and technical support for digital investigations. The ED did not provide a budget, name the locations or state how many laboratories it plans to upgrade.

    The renewal follows an agreement signed in 2021. During that five-year term, NFSU helped establish and maintain digital forensic labs for the ED in different regions. The university will also continue to offer short and long training programmes for ED officers, according to the agency.

    Crypto Tracing Forms Part of Wider Forensic Work

    The ED described NFSU’s expertise as covering ‘digital forensics, malware analysis, network forensics, and crypto and blockchain tracing.’ This reference places digital-asset analysis within the partnership’s wider work on financial crime and cyber evidence.

    The announcement does not set out a separate crypto-tracing project or identify a blockchain analysis system that the ED will deploy. It also does not announce new investigative powers. The agreement focuses on the technical support and training available to investigators as they examine digital evidence in financial-crime cases.

    Agreement Sits Alongside India’s Existing Crypto Rules

    India already applies anti-money-laundering requirements to specified virtual digital asset activities. These include exchanges between digital assets and fiat currency, transfers, custody and certain services linked to asset offerings. Covered service providers must follow reporting and due diligence requirements. The forensic agreement concerns the ED’s investigative capacity; it does not change those rules.

    India also taxes income from transfers of virtual digital assets at 30%. A 1% tax deduction at source applies to covered transfer payments, subject to the rules and thresholds in the Income Tax Act. These tax provisions operate separately from the ED-NFSU agreement.

    The ED said the renewed partnership supports its work on financial crimes involving digital and cyber evidence under the laws it administers. 

    For crypto investigations, the specific point in the announcement is NFSU’s stated tracing expertise. The release gives no timetable for individual lab upgrades or details of how that expertise will be used in particular cases.
