    Rising Cybercrime from Myanmar Scam Hubs Demands Indian Digital Policy

    India’s cybercrime challenge increasingly extends beyond its physical borders. Scam compounds operating across Southeast Asia can combine recruiters, trafficking networks, digital platforms, mule bank accounts and cryptocurrency, creating crimes that pass through several jurisdictions before investigators can intervene.

    Financial Cybercrime has Expanded Rapidly

    India recorded 2,62,846 financial-fraud complaints involving Rs 551 crore in 2021. By 2025, complaints had increased to 24,02,579 involving Rs 22,495 crore, according to government data. Between 2023-24 and 2025-26, the National Cyber Crime Reporting Portal logged more than 5.38 million complaints involving over Rs 56,087 crore.

    India’s domestic response has expanded alongside the threat. The Indian Cyber Crime Coordination Centre coordinates cybercrime efforts, while the 1930 helpline enables rapid reporting. By June 2026, the Citizen Financial Cyber Fraud Reporting and Management System had helped save more than Rs 11,158 crore across 32.8 lakh complaints, according to the Ministry of Home Affairs. 

    Myanmar Compounds Create a Cross-Border Challenge

    Compounds around Myanmar’s Myawaddy region illustrate why domestic enforcement alone cannot address the entire problem. Victims can be recruited from India, trafficked abroad and forced into online investment, romance or cryptocurrency scams targeting people in other countries.

    Money can simultaneously move through Indian mule accounts, international financial networks and crypto wallets, complicating recovery and evidence gathering.

    The transnational cyber scam industry now reaches an annual scale of $37 billion, with criminal networks in Southeast Asia using increasingly sophisticated operating structures.

    International Cooperation Becomes Critical

    India signed the United Nations Convention against Cybercrime on September 25, 2026. The treaty currently has 95 signatories but only three parties and has not entered into force. It requires 40 ratifications, acceptances, approvals or accessions before becoming operational. 

    The UN describes the Convention as a framework intended to strengthen international cooperation against offences including sophisticated online scams and money laundering. 

    India Needs a Digital Neighbourhood Strategy

    India’s security policy therefore increasingly has a digital-neighbourhood dimension. Cooperation with Southeast Asian governments could focus on recruitment networks, trafficking routes, cryptocurrency tracing, cross-border evidence and coordinated action against scam infrastructure.

    Technology makes geography less relevant to cybercriminals, but jurisdiction still matters to investigators. As cybercrime networks operate across borders, India’s next challenge is connecting its strong domestic response with faster international cooperation before stolen money disappears through multiple accounts, platforms and crypto wallets.
