Chainalysis Government Solutions has sued the US government after ICE awarded TRM Labs a $94.6 million blockchain analytics contract. The company filed its challenge at the US Court of Federal Claims on July 27.
The case questions ICE’s use of a sole-source award for forensic software and support services. These tools will support Homeland Security Task Force investigations involving cryptocurrency transactions.
The lawsuit puts purchasing rules at the center of a major contest between two analytics vendors. It does not challenge the government’s authority to investigate cryptocurrency activity.
Chainalysis Lawsuit Targets ICE Contract
The federal award covers one year, running from July 1, 2026, through June 30, 2027. ICE selected TRM Labs without running a wider competitive bidding process for the contract.
Chainalysis calls the decision “arbitrary, capricious, and unreasonable” in its court filings. The company says it submitted a capability statement after ICE issued a notice of intent. That notice identified TRM as the intended provider of the requested forensic tools and services.
Both companies help government agencies trace activity across public blockchain networks. Their platforms can follow transaction paths and connect digital addresses with known entities. Investigators use that information in cases involving financial crime, ransomware, fraud, and sanctions violations.
Sealed Complaint Limits Public Details
The court has kept the main complaint under seal at Chainalysis’ request. Chainalysis says the filing contains confidential business information, proprietary material, and trade secrets. The court approved the sealed treatment on July 31.
As a result, the public docket does not describe every objection Chainalysis raised. It also does not identify the exact remedy that the company wants. Available records mainly outline the contract, the parties, and the planned court schedule.
TRM Labs joined the lawsuit as a defendant-intervenor on July 28. That status allows the awarded contractor to defend its interest in the deal. TRM can also respond directly to the claims against ICE’s procurement decision.
Court Sets September Hearing
The US government and TRM must file their responses by Friday, August 21. Judge Stephen S. Schwartz has scheduled oral arguments for September 2. The government has asked the court to issue its decision by September 10.
The accelerated schedule gives the court a short period to review the sealed record and hear each side. The court will review ICE’s award and determine if the agency followed all applicable federal procurement rules. Public documents have not confirmed which remedy Chainalysis specifically requests.
The dispute focuses on the rules agencies must follow when selecting one vendor without open competition. Federal agencies can use sole-source contracts under defined conditions. Still, they must support that choice with a lawful and reasonable explanation.
ICE sits within the Department of Homeland Security and handles investigations involving cross-border financial activity. The contract may support work involving several federal partners.
The $94.6 million award also shows the scale of federal spending on cryptocurrency investigation tools. Homeland Security teams use these systems to trace funds and develop leads during active cases. Yet the lawsuit concerns the federal contract process, not the legality of blockchain analytics.
TRM Labs declined to comment on the case. Chainalysis and ICE did not respond to requests for comment before publication. Further details may emerge through later public filings or the court’s eventual ruling.
